The Australian Physiotherapy Council (APC) is the official authority nominated by the Australian Government to assess the qualifications and skills of overseas-trained physiotherapists — both for skilled migration purposes and, separately, for professional registration.
The migration Skills Assessment verifies that an internationally-trained physiotherapist's qualification is comparable to the standard expected of a physiotherapist trained in Australia, in a fully document-based review.
APC assesses overseas-qualified physiotherapists across general, musculoskeletal, sports, neurological, cardiorespiratory, and paediatric specialisations, for the single occupation of Physiotherapist.
A positive skills assessment is a mandatory eligibility requirement for most General Skilled Migration (GSM) visa subclasses in the Physiotherapist occupation. Without it, an Expression of Interest (EOI) in SkillSelect cannot be validly submitted.
APC's migration assessment is separate from its registration pathways (APEP, Express FLYR, FLYR) and from AHPRA registration, which is required to actually practise physiotherapy in Australia. Most migrants pursuing employment complete both processes, in sequence.

To apply for the Skills Assessment, you must meet AHPRA's English Language Skills Registration Standard for physiotherapists
English Language: Mandatory for every applicant — you must meet AHPRA’s English Language Skills Registration Standard for physiotherapists before you can apply, regardless of which of the five eligibility routes applies to you.
Work Experience: Evidence of work experience is only required if you intend to claim ‘skilled employment’ points on your visa application — the Skills Assessment itself does not mandate a minimum experience period for eligibility.
Timing Your Application: If you plan to claim a specific period of skilled employment, complete that full period before lodging your application — adding further experience later requires a separate Additional Skills Assessment and fee.
Interim Certificate Holders: An APC Interim Certificate is not accepted for the Skills Assessment — only the criteria listed above qualify.
Recent Graduates: Graduates of an AHPRA-approved Australian or New Zealand program of study are directly eligible under criterion 1, without needing to complete APEP or FLYR first.
